All authority comes from God and He has ultimate authority over the world. God has decreed governments to exist and they exist as part of His permissive will. In Paul's letter to the Romans he describes how believers in Christ should interact with government. That peacefulness and good behavior is the ultimate goal and is used as a powerful witness for Jesus.
